AIRPORT. The City of Glencoe is seeking statements of qualifications from airport consultants for potential projects at the Glencoe Municipal Airport, subject to federal and state funding. Projects may include taxilane and taxilane extension construction, fuel tank and PAPI replacements, T-hangar and apron design and construction, pavement maintenance, obstruction removals, and environmental studies. Services will include planning, design, bidding, and construction-phase work for projects funded under the FAA Airport Improvement Program. Selection will follow FAA Advisory Circular 150/5100-14E. Statements should outline firm history, team qualifications, relevant project experience with references, and evidence of an affirmative action program. The city anticipates retaining the selected firm for up to five years or until the listed projects are completed. AIRPORT CONSULTING SERVICES. The City of Waseca is inviting qualified airport consulting firms to submit a Statement of Qualifications (SOQ) to retain professional services for a five (5) year period to assist the Waseca Municipal Airport (ACQ) in the completion of projects included in their Capital Improvement Plan. The required professional services include planning/zoning, architectural/engineering (preliminary, design, bidding, construction, and closeout phases), and other related airport project and development services. The City of Windom is seeking statements of qualifications from experienced consulting firms to provide airport engineering and planning services at the Windom Municipal Airport. Services may include design, construction, and rehabilitation of runways, taxiways, hangars, lighting systems, pavement, and related infrastructure, subject to federal and state funding. The selected firm will be retained for up to five years. Selection will follow FAA Advisory Circular 150/5100-14E guidelines and be based on qualifications, not cost. ARCHITECT. The Metropolitan Mosquito Control District is requesting proposals for Architectural Services from qualified firms. AUDITING SERVICES. Orono is requesting proposals from qualified certified public accounting firms to provide auditing services for the fiscal years ending December 31, 2025, 2026, 2027 with the option to extend annually in subsequent years. Proposals are to be submitted by 4:30 p.m., Oct. 1, 2025. AUDITING SERVICES. The City of Sandstone is requesting proposals from qualified firms of certified public accountants to prepare and audit its financial statement for the fiscal years ending (December 31) 2025, 2026, and 2027. These audits are to be performed in accordance with the generally accepted auditing standards and the standards for financial audits set forth in the Government Auditing Standards as issued by the Comptroller General of the United States and Minnesota Legal Compliance Audit Guide for Local Government audit requirements. There is no express or implied obligation for the City of Sandstone to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. The City of Sandstone reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of Sandstone and the firm selected. NOTE: The City contracts with Abdo Financial Solutions, LLC as an independent contractor to provide financial management and consulting services. BRAND STRATEGY CONSULTANT. The Metropolitan Mosquito Control District is requesting quotes for a Brand Strategy Consultant. The selected consultant will help define our brand identity, positioning, and messaging to ensure consistency and alignment with our mission, vision, and values. BUILDING (SMEC) REDEVELOPMENT. The City of Fairmont is requesting proposals from developers to purchase and redevelop the Southern Minnesota Educational Campus (SMEC) at 115 S. Park St., Fairmont, MN. The 20,000 sq. ft. building is located on approximately 2 acres near historic downtown and is ideal for housing, commercial, or mixed-use redevelopment. Proposals will be evaluated on offer price, potential tax base impact, development quality, developer qualifications, financial capacity, and community benefit. COMMUNITY SURVEY. The City of Northfield (“City”) seeks consultant services to conduct a community satisfaction survey in early 2026. This is the first survey for Northfield. The City seeks consultant services to develop, conduct, analyze, and provide survey services to deliver a statistically significant community survey to assess satisfaction with the community’s quality of life, services provided by the City, community priorities, and evaluate potential policies and plans of the City. Proposal is to conduct at least one community survey, City may consider conducting future surveys on two-year cycles through options for renewal. CONSULTANT. The Metropolitan Mosquito Control District is seeking proposals from qualified consultants to evaluate and provide recommendations for improvements to the District’s operational processes. The goal of this RFP is to enhance safety, increase process efficiency and promote sustainability throughout the organization . DEMOLITION SERVICES. Notice is hereby given that proposals will be received by the City of Blue Earth for demolition of the property located in Blue Earth, Minnesota at the parcel identified as 212006300, located at 525 E 5th Street, Blue Earth, MN 56013. HOUSING STUDY CONSULTING SERVICES. The City of Fairmont is soliciting proposals from qualified consultants to conduct a comprehensive housing study for the City of Fairmont. The study will evaluate current and future housing needs over 5-, 10-, and 15-year timeframes, assess existing housing stock and market conditions, and provide strategies to guide housing policy, land use, and development initiatives. JANITORIAL SERVICES. The City of Victoria is seeking quotations from qualified individuals and firms interested in providing janitorial cleaning services for certain buildings in the City of Victoria for the period March 1, 2026, through February 28, 2029. The city is interested in receiving quotations from providers that have demonstrated experience of providing janitorial cleaning services and that place a high priority on safety and customer service. LIQUOR STORE. The City of Baldwin, Minnesota is currently accepting written proposals from firms interested in providing a feasibility study to assist the City in determining the establishment of a municipal liquor store within the City. The City of Dayton (the City) is requesting proposals from qualified Certified Public Accountant firms to audit its annual financial statements for the fiscal year ending December 31, 2025, with the option, upon mutual agreement, of auditing the financial statements for each of the four subsequent fiscal years. The audit of the City is to be performed in accordance with generally accepted auditing standards. The city may require a single audit in year of the engagement. PROFESSIONAL SERVICES. The Riley Purgatory Bluff Creek Watershed District is soliciting proposals for professional services including engineering, accounting, auditing, and legal. REAL ESTATE BROKER. The Metropolitan Mosquito Control District is requesting proposals for a Licensed Commercial Real Estate Broker. SCULPTURE. The City of Bloomington’s Office of Creative Placemaking and Parks and Recreation Department invite public artists to submit qualifications for the design, fabrication, and installation of an interactive artistic sculpture which will be located at Bryant Park, serving as a striking focal point within the landscape. The sculpture should be unique and specific to the site. The sculpture should have a theme drawing from nature, highlighting the importance of wetland and water quality improvements, providing an opportunity to inform and inspire visitors. The sculpture design must be inclusive, featuring accessible elements that ensure safety and accommodate a wide range of abilities and ages. It should also be engineered to include climbable features that allow for safe interaction by people of all abilities. Materials must be durable and appropriate for exterior applications within the climate of Minnesota. This Request for Qualifications (RFQ) is open to experienced public artists and artist teams who have completed at least one commissioned outdoor public art sculpture with a budget of $20,000 or more in the past ten years. Applicants must be 18 years or older and residents of Minnesota, with priority consideration given to teams who include a Bloomington resident. The total budget for this project is $150,000.00. This not-to-exceed total must cover all design modifications, fabrication, engineering, installation, foundation, site preparations, site visits, transportation of artwork, insurance, and other related expenses including expenses related to the design, fabrication, and installation of the sculpture. SELF-GUIDED WALKING TOUR. The City of Sandstone is seeking proposals from qualified vendors to design, develop, and manage a Self-Guided Mobile Walking Tour for Robinson Quarry Park. This interactive tour will enhance the visitor experience by providing multimedia content accessible via smartphones and QR codes, highlighting the park’s historical and ecological significance. STORMWATER CONSULTING SERVICES. The Minnesota Cities Stormwater Coalition (MCSC) is seeking statements of qualifications from experienced firms to provide technical services relating to the administration of the MCSC for 2026, 2027, and 2028 with the option to extend annually in subsequent years. Services may include coordination with regulatory agencies, member communication and engagement, stormwater policy development, and proactive analysis of local, regional, and national stormwater issues and regulation that may affect member cities.
